One of the biggest advantages of being in a full group with a player that has high charisma points is perk card sharing. In order to share a perk card you need at least 3 points in charisma per cost of the card. If a team member shares a card that is above another teammates level, they will still receive benefits of the perk card.
In the UI for the perk card screen, it has a button for sharing. If you click on that it will tell you the charisma cost for sharing it to the group.
