• Rank 2 - You can craft Level 2 locks for your C.A.M.P. or workshop. (Plans required).
• Rank 3 - You can craft Level 3 locks for your C.A.M.P. or workshop. (Plans required).

This isnt a perk that is available, you automatically get this in the camp building phase.
