• Rank 1 - You can now craft energy guns. (Plans required)
• Rank 2 - You can craft Rank 1 energy gun mods. (Plans required)

For any crafter character build, this is going to be one of the perks you use during crafting of energy guns. Since it has no other use you switch it on and then take it out.
